ATC Operational Subject Matter Experts

Provide subject matter expertise related to air traffic control functions, operations and systems in support of FAA and NASA aviation initiatives including Next Generation (NextGen) concept exploration and development; National Airspace System (NAS) modernization; and integration of new capabilities and procedures into the operational environment.

Responsibilities

Duties include, but are not limited to:

  • Provide operational and program support in the development and implementation of ATM modernization or NextGen
    initiatives – including time based separation and performance based navigation (PBN)
  • Provide operational support for the development and validation of operational concepts
  • Analyze existing and proposed concepts to identify operational risks and mitigations
  • Support development, implementation, and field testing of research concepts, NAS automation systems, and air traffic procedures

TSAS Engineers

Provide engineering expertise to FAA Terminal Sequencing and Spacing (TSAS) deployments and operations.

Responsibilities

Duties include, but are not limited to:

  • Analyze operational site data and interact with site personnel to understand terminal operations
  • Develop TSAS adaptation data requirements and design based on site specific operations, knowledge of the TSAS system, and understanding of TSAS adaptation
  • Develop TSAS adaptation development and validation tools to improve the efficiency and effectiveness of adaptation development and maintenance

Mid/Senior Level Program Analysts

Provide program management, technical, and/or business analysis support to the FAA.

Responsibilities

Duties include, but are not limited to:

  • Develops financial control functions including budgeting, forecasting, financial planning and analysis, reporting, and establishing/managing program cost baselines
  • Conducts research, evaluations, analyses, and studies, and presents recommendations/solutions related to short and long-term program planning requirements
  • Provides configuration management, Earned Value Management, financial management, cost estimation, and risk management support
  • Provides recommendations, resolutions, and updates to office records, databases, and files for assigned programs

Internship – SWIM Engineering/Operations Research

Develop a tool to facilitate the acquisition of System Wide Information Management (SWIM)/SWIM Terminal Data Distribution System (STDDS) data. STDDS publishes terminal aviation data to FAA and commercial users via Java messaging. The intern will enhance existing SWIM test clients to add functionality for manipulating the data.  In the context of SWIM STDDS data, this would include decoding the delta-encoded ASDE-X airport surface data.  This might also include an adaptable XSLT translator, a (strict) schema validator, and a message broker end-point as a delivery mechanism.

Responsibilities

Duties include, but are not limited to:

  • Enhance existing test client to persist data in an internal cache, and using that cache output delta-decoded versions of the input message.
  • Enhance test client to support an XSLT transformation.  Existing XSLTs are available for reference use.
  • Enhance test client to perform strict schema validation, as a test tool.
  • Enhance test client to incorporate message broker functionality, to support publishing outbound messages from a JMS message queue or topic.
  • Develop documentation for these capabilities.

Internship – TBFM Engineering/Operations Research

Develop a proof-of-concept database application for computing operational performance of the Federal Aviation Administration (FAA) Time-Based Flow Management (TBFM) Terminal Sequencing and Spacing (TSAS) decision support tool. This includes persisting the data in a team-accessible database and providing basic query tools for the data.

Responsibilities

Duties include, but are not limited to:

  • Integrate existing tools that acquire the necessary operational data and generate the TSAS performance metrics.
  • Implement a proof-of-concept IT architecture and database schema to store the TSAS Metrics. This simplified implementation will be used to define the permanent implementation.
  • Develop basic scripts to query the TSAS Metrics data based on date, time, and arrival runway. These scripts will demonstrate how Cavan engineers can access the database application.
  • Migrate the proof-of-concept IT architecture to Amazon Web Services (AWS) and demonstrate accessibility by Cavan engineers. This cloud-based prototype will be used to determine acquisition strategy (cloud vs on-premises).
  • Document work on the Confluence site and commit prototype software to the Bitbucket site.
